Bulk Water - Hydrant Extended Use Permit

Fire hydrants may be rented annually between April 1 and October 31 (weather permitting). The use of any Township of Springwater hydrant without written approval from the Township is unlawful and prohibited.

Conditions Of Service

NOTE: Applicant/Contractor is not permitted to operate the fire hydrant at any time.

  1. The applicant must allow a minimum of 48 hours for account activation before a hydrant will be ready for bulk water.
  2. Water Operations staff will install and verify the operation of the Township's water meter and backflow preventer.
  3. Water from the hydrant metered gate valve will be considered non-potable and must not be used as potable water.
  4. The user will not at any time put the Township of Springwater's potable water system at risk. The township reserves the right to remove the metered gate valve and refuse use at any time if used in such a manner.
  5. The metered gate valve will be installed on the hydrant and must remain stationary. If a different hydrant is required, arrangements must be made with the Water Operations team to relocate the metered gate valve at the applicant's expense.
  6. The applicant is responsible for paying a fee of $75 for each month the metered gate valve remains on the hydrant.
  7. The applicant is responsible for paying the costs of all water that passes through the meter. The costs are as per the current rates as established in the Townships Fees By-law. Water shall be charged at the current maximum rate per m³. These records will be retrieved monthly for billing purposes. Bills will be sent out on a monthly basis. If in the event of default, the Township shall be entitled to draw upon the security posted to cover the cost.
  8. It is the Contractor's responsibility to have the hydrant fenced and locked. If found unlocked the metered gate valve will be removed at the contractor's expense.

Procedure

  1. The applicant agrees to operate the metered gate valve only.
  2. The metered gate valve shall be opened slowly at all times to avoid the creation of excess pressure within the system.
  3. The applicant agrees to contact Water Operations immediately should a problem arise with the hydrant or metered gate valve at 705-728-4784 extension 2012 or via email.
  4. The applicant agrees to keep a log recording each time the metered gate valve is used. The applicant will make the log available to the Township and/or the Ministry of the Environment representatives, if requested.

Fees

Hydrant Permit Set-Up Fee: $250
Security Deposit Fee: $5000. 00
Monthly Fee = Meter charges / m³ of water used, plus a $75 meter rental fee/month

The applicant shall indemnify the Township against all losses, expenses, penalties and legal costs it may incur from any injuries and damages suffered by any person or entity related to any activities or omissions committed by the applicant under this permit.
